Furnish and install all materials and perform all labor necessary to 1) remodel the City Manager's Office, Community Development Lobby and Finance and Human Resources Counter as specified in the Project Plans, 2) replace existing flooring, remove existging wallpaper and/or re-texture/re-paint existing walls where indicated inside, and 3) all other items of work as required to complete the project as included in the Project Plans and this Project Manual.

1. Contractor’s attention is directed to Section A-9 “Withdrawal of Proposals” of the “Instructions to Bidders” of this Project Manual for updated bid withdrawal requirements.
2. Contractor’s attention is directed to Section A-7 “Required Listing of Subcontractors” of the “Instructions to Bidders” of this Project Manual for requirements to list subcontractor’s public works contractor registration number pursuant to Section 1725.5 of the Labor Code.
3. Effective April 1, in light of Gov. Newsom’s State of Emergency declaration regarding the COVID-19 outbreak and in accordance with Executive Order N-29-20 and Guidance for Gatherings issued by the California Department of Public Health, the City of Vacaville provides the following directions for public bidding and bid opening procedures.

All bids received by mail in accordance with the specific requirements of the Notice to Bidders shall be valid.

All bids must be delivered to and received by the Office of the City Clerk of the City of Vacaville, 650 Merchant Street, Vacaville, California 95688 prior to the date and time specified for the bid opening.
It is solely the bidder’s responsibility to ensure that bids are received prior to the specified time.
All plan holders listed on the approved plan holder list shall be invited to participate in a live bid opening hosted via Zoom web-conference. The web conference invitation shall be sent via email to the email address listed on the plan holders list.
As near as possible to the noticed time and date for the bid opening, the web conference will begin and the bid opening will proceed. At the conclusion of the bid opening, the apparent low bidder, the apparent low bidders listed sub-contractors and the anticipated City Council Award of Contract date will be announced.
Within 24 hours, the results of the bid opening shall be posted to the City of Vacaville Plan Room. https://www.vacavilleplans.com/
